A seal coat—ot "tar and chips"—is essential in preserving the life of a road surface because it prevents moisture from entering the pavement through surface cracks and oxidized asphalt surfaces. In essence, it "seals" the road surface, according to a Pennsylvania Department of Transportation press release.

Patching also will occur on Leechburg Road in Penn Hills from Unity Center to Milltown roads.
