Base Contract Awarded For Riverside Track Resurfacing Project

Oakmont Borough Council approved the only bid for the track resurfacing project in Riverview Park.

Oakmont officials awarded a base contract for the track resurfacing at Riverside Park and will continue to look at the necessity of varying layers as the project continues.

At Monday's council meeting, A.J. Schwartz, managing principal for Environmental Planning and Design LLC—the company assisting with the park project—discussed two options given by Northern Athletic Construction, which is the same company working on the other projects in the park.

The least expensive option—which council awarded a contract for—includes only the laying of asphalt at $170,041.

The second and third options include varying layers of a urethane surface over the asphalt. Other surfaces, like clay and latex, were not offered.

Council will look at the choices in surfaces, one black coat of urethane for $115,560 and two coats of urethane—one black and a topcoat of green—for $184,000. In addition, council must decide on the necessity of steel edging, which provides a barrier preventing debris, estimated at $16,451.

Officials expect to make a decision about the layers within the month as work must start next month.

“We don’t have the luxury of having the color track,” Council President Tim Favo said .

He said borough officials will ask officials of the Riverview School District if they would like to fund the difference for the colored portion of the track.

Council had agreed last month to lay asphalt for the track in 2011 and wait on laying a synthetic surface until spring. Schwartz said Northern Athletic Construction can adhere to that schedule. The asphalt can be applied through November and the synthetic surface would need to be applied between May and July of 2011, according to Schwartz.

Northern Athletic Construction's sole bid was received three hours before Monday's deadline. The project was up for rebid this month because contractors hadn't submitted any last month.

“Contractors were just concerned about the time," Schwartz said. That’s why I think we only got one.”

The cost of the asphalt and one coat of urethane total $285,601, which is close to an original project estimate of $300,000, according to Schwartz.

Favo said council is close to obtaining all the funds necessary for the project and additional unforeseen work with residual budget money, $350,000 in grants and $100,000 provided by the school district.
