Oakmont Borough Council Notebook: April Voting Meeting

The Oakmont auxiliary police force received recognition awards and the contract for the Allegheny River Boulevard Brick Street Reconstruction was awarded at Monday's meeting.

Here's a roundup of items discussed at the April 9 Oakmont Council meeting:

Contractor Approved for Boulevard Brick Street Reconstruction

The contract for the 2012 Allegheny River Boulevard Brick Street Reconstruction was awarded to Kishmo Concrete Construction of Apollo, Pa. The company, who was the lowest bidder for the project at $98,000, previously has done work for the borough.

There is no start date for this project, which will be mainly focused at first on the 500 and 600 blocks of the boulevard. Councilman Tim Favo said he would start meeting with a representative from Kishmo Concrete Construction to determine a start date and other details soon.

Oakmont Auxiliary Police Recognized for Service

David DiSanti, council President Tim Milberger and Councilman Ronald Scott presented recognition awards to members of Oakmont’s auxiliary police force at the start of Monday’s meeting.

“We’re recognizing these guys for their service,” DiSanti said. “They’re always there when [the police department] needs them.”

Chief Bill Peoples added his thanks after each member received a plaque.

“I’m glad to know you’re here,” he said.

According to DiSanti, the Oakmont auxiliary police assist the Oakmont police department with extra details, such as traffic control and presence at school functions.

Council Meeting to Continue on April 23 to Finalize Plan for Library Bond

Council Vice President Nancy Ride recommended council meet sooner than its next work session meeting to finalize the refinance of a bond of over $1 million that the used for renovations.

Independent securities, asset management and investment banking firm Boenning and Scattergood proposed the refinance and suggested council finalize the refinance soon before interest rates change.

Council will vote to finalize the refinance at the April 23 meeting.

Council Approves Splash Pad at the Riverside Park Playground

Council approved the request to , which is an area for water play, at the Playground.

The Recreation Board has raised the funds to pay the $7,348 bill, which includes the materials and installation of the system.

The time of installation is currently unknown.

Letter Proposed for Edgewater Properties to work on Recreation Area for Oakmont

Councilwoman Kitty Vagley asked council to help write and approve a letter to Edgewater Properties, the company developing the , requesting the company begin work on creating a recreation space on Dark Hollow Road by the housing plan.

This request is based off a settlement agreement from October 2008 that indicates Edgewater Properties’ responsibility for creating this recreation area that will include a soccer field, a baseball field, bleachers and restroom facilities.

Council Approved Upcoming Events

Council approved two concerts presented by the Oakmont Lions Club to be held in Riverside Park the evenings of Saturday, July 7 and Saturday, August 4.

Council also approved the annual Summer Street Sale for Saturday, July 28, from 10 a.m. to 4 p.m.

Council Still Working on Borough Hiring Policies

, Milberger asked council to consider implementing policies and requirements when hiring borough employees.  At the time, it was unknown who has the responsibility to make final decisions on the hiring of employees.

Solicitor Robert Shoop told council it was council’s responsibility to hire for the borough and determine salaries for borough employees.

Councilmembers are still collecting applications for different positions within the borough that will be looked at for consistency as per Milberger’s request.

Bonaroti Appointed as Chairman of the Oakmont Vacancy Board

Councilmember Elena Colianni requested council appoint Frank A. Bonaroti as Chairman of the Oakmont Vacancy Board. The person in this position appoints new council members in the event that all of the current council members resign at once.
