Plum Council Notebook: July Work Session

Among items discussed were waste collection on private roads as well as for the handicapped and elderly, traffic calming measures, and a public hearing for a senior housing ordinance.

Garbage Pickup for the Elderly and Handicapped

Representatives from Allied Waste discussed not only private drive residents' worries about waste collection, but also the concerns of some handicapped and elderly residents.

Allied Waste General Manager David Smith said that to ensure that “backdoor” service—where the trash collector picked up garbage and recyclables at a person’s house if needed—the resident should provide proof of their disability or age.

Speeding on Trestle Road

A representative of Pittsburgh-based Trans Associates, Jeff DePaolis, presented information to council regarding not only speeding issues on Trestle Road, but also on a potential ordinance to address future traffic problems throughout the borough.

The traffic consultant suggested council adopt a borough-wide plan for handling issues such as the complaints of speeders and requests for speed bumps on Trestle Road, and asked that Plum authorize Trans Associates to use Trestle as a test case.

DePaolis said his company already has drafted an ordinance for the borough. He said it would suggest installing speed humps on Trestle. Council will consider the measures at its voting meeting tonight, July 11.

Colonial Pointe

The planning commission recommended the borough approve the final subdivision for Grasinger Home’s Colonial Pointe, a 36-lot final subdivision on Elicker Road opposite Barnes Road. The planning commission approved the request at its voting meeting in June. 

Officials discussed holding a public hearing regarding a senior housing ordinance. The proposed time and date for the meeting is 7 p.m. Aug. 22. The hearing will be held at the borough office. Council is expected to finalize the decision tonight.

5K Race Course

Organizers of a 5K race to benefit Sunny Carney have asked council to consider a proposed change of route for the race. The route would take the race—now in its fourth consecutive year—down Ross Hollow Road. The 5K raises money for a local woman with carcinoid cancer, a rare endocrine disease. Council will vote tonight to authorize borough staff to work out the race course.

Road Paving

The borough received one bid for its 2011 road paving project. As of Wednesday night's work session, that bid hadn't been reviewed, but officials indicated they will be ready to consider the bid at tonight's meeting.
