Oakmont Residents Question TIF

Several Oakmont residents questioned council about the use of the Pennsylvania’s Tax Increment Financing (TIF) Guarantee Program to fund The River’s Edge of Oakmont at Monday's council workshop meeting.

Representatives from Rothschild Doyno Architects presented proposed changes to The River’s Edge of Oakmont’s plan at Monday’s Oakmont council work session. However, it wasn’t the changes Oakmont residents questioned, it was the possible funding of the project with Pennsylvania’s Tax Increment Financing (TIF) Guarantee Program. “We want to know what [TIF] is about,” Oakmont resident Lois Hlavac said. “We want to know what’s happening.” Oakmont Council President Tim Milberger said council plans to have meetings to discuss the TIF. A previous presentation from Brooks and Blair Waterfront Properties, LP, the developer for the project, delivered at a meeting on June 28, will be made available on the Oakmont Borough web site and at the Oakmont …

I think the Developers for the existing Edgewater development said it best at the prior public meeting. The Rivers Edge Project is a great project, and will be great for Oakmont....but the TIF is a terrible idea for the residents of Oakmont and Verona. The fundamental problem with the TIF concept for this project is the "But For Test". In essence, it states that the project would not move forward…   more ›

The library bond refinance, Riverside Park renovations and the Allegheny River Boulevard Brick Street Reconstruction project were among the items discussed.

Oakmont Borough Council Notebook: April Voting Meeting

The Oakmont auxiliary police force received recognition awards and the contract for the Allegheny River Boulevard Brick Street Reconstruction was awarded at Monday's meeting.

Here's a roundup of items discussed at the April 9 Oakmont Council meeting: Contractor Approved for Boulevard Brick Street Reconstruction The contract for the 2012 Allegheny River Boulevard Brick Street Reconstruction was awarded to Kishmo Concrete Construction of Apollo, Pa. The company, who was the lowest bidder for the project at $98,000, previously has done work for the borough. There is no start date for this project, which will be mainly focused at first on the 500 and 600 blocks of the boulevard. Oakmont Borough Council Notebook: October Voting Meeting

Oakmont Borough Council moved toward final decisions on a lot of topics it had been discussing over the last several months, including funds for road repairs and Allegheny River Boulevard parking.

In addition to approving the purchase of a temporary ice rink for Riverside Park, Oakmont Borough Council discussed the following topics: Sixty-Day Trial for New Parking Rules in Commercial District Requested Council President Tim Favo requested council consider a 60-day trial of the enforcement of the current parking rules on Allegheny River Boulevard. Council is consideringchanging the time limit to three hours and incur the costs of new signage and a person—possibly an Oakmont police officer—to enforce the rules. “We haven’t made any decisions yet on this change, but I think it’s a good idea to do this trial," Favo said. Oakmont Borough Council Notebook: October Work Session

Council discussed shifting funds again to accommodate unforeseen road work in 2011 and the possibility of an ice rink at Riverside Park.

Here's a roundup of items discussed at the October 3 Oakmont Council meeting: Transfer from General Funds to Capital Roads Fund Borough Manager Bruce Jamison requested council vote next week on moving $62,000 from the general fund to the capital roads fund to account for the $415,000 in repairs to roads, catch basins and sink holes around the borough. This has been up for discussion for the last few months. "We’ve had several major sink holes around town," Jamison said. "We couldn’t have accounted for this." Oakmont Council Notebook: Sept. 12 Voting Meeting

Road work is coming to an end and the Garden Club can move forward with its gift to the town.

Borough Paving Project Coming to an End Oakmont’s largest paving project to date will wrap up next week, according to Borough Manager Bruce Jamison. “There has been paving happening all over town this summer,” he said. “It’s on schedule and coming to an end.” According to Jamison, the project’s cost was more than $450,000. Work on Allegheny River Boulevard Work on new catch basins and drainage at Allegheny Rive Boulevard and Maryland Avenue is coming to an end as well. College Avenue parking changes continued to be the focus of most of this week’s meeting.

Here's a roundup of some of the items discussed at the Sept. 6 Oakmont Council meeting: Council Discusses Petition to Keep Parking Intact on College Avenue Building owner Jim Siciliano’s submitted a petition, dated Aug. 18, requesting perpendicular parking remain on College Avenue. It was discussed by council, Siciliano and Siciliano’s  lawyer, Rich Luciana, at Tuesday’s meeting. Siciliano had discussed his issues with council’s proposed plan to change the parking on College Avenue by his buildings—Allegheny Plaza 1 and Allegheny Plaza 2—from perpendicular to parallel parking at last month’s meeting to which Council President Tim Favo asked Siciliano to submit a formal request to council about the situation. Oakmont Borough Council discussed road repairs and an update on the park project.

Here's a roundup of items discussed at the Aug. 8 Oakmont Council meeting: Money Shifted in Budget to Accommodate Road Repairs in 2011 Oakmont Borough Manager Bruce Jamison discussed the shifting of funds from the general fund and other budgeted categories to the road repair budget to account for unforeseen repairs in 2011, such as sink holes and catch basin repairs. “It’s been a bad years for the roads around here,” said Councilman Tim Favo. Jamison said the moves will not affect the pieces the funds were taken from and council will probably have to do this task again later in the year for the same reasons. Base Contract Awarded For Riverside Track Resurfacing Project

Oakmont Borough Council approved the only bid for the track resurfacing project in Riverview Park.

Oakmont officials awarded a base contract for the track resurfacing at Riverside Park and will continue to look at the necessity of varying layers as the project continues. At Monday's council meeting, A.J. Schwartz, managing principal for Environmental Planning and Design LLC—the company assisting with the park project—discussed two options given by Northern Athletic Construction, which is the same company working on the other projects in the park. The least expensive option—which council awarded a contract for—includes only the laying of asphalt at $170,041. The second and third options include varying layers of a urethane surface over the asphalt. Other surfaces, like clay and latex, were not offered. Council will look at the choices in…

Oakmont Borough Council Notebook: July Voting Meeting

Oakmont Borough Council continued discussions on 30-day parking trial in business district, Knox Boxes and curb repair.

In addition to approving the contract for the Riverside Park court and playground resurfacing project, Oakmont Borough Council discussed the following topics. Vote on 30-day Trial Period for Changes in Business District Parking Regulations Postponed Again According to Council President Tim Favo, the trial period to change parking regulations in the business district could not occur at this month’s meeting because the borough still did not have the proper signs needed. Council continued to talk about the tiered penalty system and how tickets would be administered. Some options are to have the police assign tickets, hire a meter maid or use a crossing guard in the afternoon. An electronic ticketing system versus hand-written tickets also …
